I suggest that to call upon the Navy as being unfair and not objective is not fair. There is nothing in the record to suggest that they have been less than objective or less than fair. I think it should be pointed out that the GAO report stated that no one received preferential treatment, no one received advance notice. It was objective, it was fair to all, and the Secretary of the Navy just recently stated he stands by his decision, and the GAO report itself says the decision should be left where it is. It should not be reopened. So I hope my colleagues will defeat this amendment.
