as one of the managers of this measure, I find this amendment to be most unfortunate. We have not had the opportunity of listening to all of the facts. I have listened very carefully to the distinguished chairman of the committee, the Senator from Rhode Island, and I believe all of us should take his sage advice. The committee is about to take up the whole measure of endangered species. This is an appropriations bill, and to have legislation of this sort placed upon it would place the whole measure in jeopardy. I hope we would do something to resolve this matter.
