Mr. President, may I ask the Presiding Officer to remind us of rule XIX. The PRESIDING OFFICER. The Chair will remind Senators of both parties that rule XIX provides that no Senator in debate shall directly or indirectly, by any form of words, impute to another Senator or to other Senators any conduct or motive unworthy or unbecoming of a Senator.
