I rise to join my colleagues in condemning North Korea's belligerence in East Asia. For decades North Korea has starved its people, sponsored criminal misconduct and cyber attacks, and bullied South Korea. In the last month it has violated numerous U.N. resolutions regarding development of nuclear weapons and ballistic missiles. DNI Clapper recently stated that the regime is expanding its Yongbyon enrichment facility and restarting the plutonium production reactor. These actions are a threat to the United States, our allies, to their regional stability, and they remind us that the Kim regime has no interest in abiding by international rules. The continued development of nuclear weapons and ballistic missiles threatens our military forces in Japan and South Korea and poses a risk to Seoul, Tokyo, and other major cities in the region. While North Korea regularly exaggerates its capabilities, it is clear that its belligerence is unending and its technology is improving. This legislation will strengthen and expand the U.S. sanctions against North Korea. We should use every tool we have to increase pressure on the regime so it dismantles its nuclear weapons and ballistic missile programs, but it is not at all clear that they are responding to direct pressure from our own country. If there is going to be meaningful change in the security situation on the Korean Peninsula, then China is going to have to exert more leverage over its neighbor.…
