The legislative clerk read as follows: A bill (S. 1041) to advance the strategic alignment of United States diplomatic tools toward the realization of free, fair, and transparent elections in Nicaragua and to reaffirm the commitment of the United States to protect the fundamental freedoms and human rights of the people of Nicaragua, and for other purposes. There being no objection, the Senate proceeded to consider the bill, which had been reported from the Committee on Foreign Affairs, with an amendment to strike all after the enacting clause and insert in lieu thereof the following SECTION 1.
