These are things in statutory law. This is not the Ford Foundation where they say, 'Well, we've changed our grant criteria.' This is a matter of federal law, and they have to follow it.

Every day this money doesn't get to where it's supposed to go; every contribution, worth hundreds of millions, if not billions of dollars, is delayed, people go hungry, people get sick, people die.

It shouldn't be this difficult to get the State Department to follow the law.
