The cuts to infrastructure funding on Guam are simply punitive, and they fly in the face of the unified action by both the House and Senate appropriators. This Congress has uniformly stated that infrastructure improvements are needed on Guam to sustain any type of additional military presence. Yet once again, our rhetoric does not match our words. I will continue to work to make sure that we get funding to address critical infrastructure needs. As such, I urge all of my colleagues to vote ``no'' on this legislation. Mr. McKEON. Mr. Speaker, I yield myself 1 minute to engage in a colloquy with my friend from Louisiana (Mr. Landry).
