The restrictions that are inherent in OCO funding, as the chairman highlighted, do not allow us to have the flexibility required to get at home station readiness for units that are not deploying in support of a contingency operation.

I am concerned that in a year where readiness has been cited as the Department's top priority, the Department's budget request falls well short of meeting the total depot maintenance requirement for the Army and the Marine Corps.
