The Army Chief of Staff has noted that the ability to conduct Decisive Action in support of Unified Land Operations to deter, deny, compel, and/or defeat the threat of hybrid warfare posed by nation-states represents the most demanding challenge on Army forces and is the benchmark by which Army readiness will be measured.
