I thank the gentleman very much. Section 2207 of the recently passed FY12 Defense authorization bill restricts transfer of funding from the Department of Defense to support civilian infrastructure requirements on Guam, except funding specifically authorized in law. Does the language of section 8110 of division A of this bill require any further authorization?
