I rise to voice my support to the Ramstad-Moore amendment, which would allow troops on rest and recreation leave to return from Iraq to their home of record. This amendment benefits every member of the military serving in Operation Iraqi Freedom and Operation Enduring Freedom from across the United States, its territories and possessions. I am pleased that this amendment will enable servicemen and women from Guam to return home, even if only for a few days. This amendment will make a great improvement in the morale of our troops because they will be re-united with friends and family who are hoping and praying for their safe return. On behalf of the children that will be reunited with a parent and the couples that will see each other for the first time in months, I strongly urge my colleagues to adopt this amendment.
