Let history note that I did not object to the unanimous consent request last year based on the commitments of my friends across the aisle. In fact, Chairman McKeon committed to including war claims in this year's defense bill, and I do appreciate his support. But the Republican leadership would not allow him to honor his commitment to me. This is wrong, Mr. Speaker, and a true disservice to the people of Guam. I would like to ask unanimous consent to include the text of my amendment, No. 99, to be included for consideration in this rule. The SPEAKER pro tempore. Does the gentleman from Utah yield for such request?
