today, in honor of the reauthorization of the Head Start Program, I would like to recognize the contributions of Head Start to the education of children in Guam and throughout our Nation. Head Start programs across the United States have been an essential part of the academic, physical, emotional, behavioral and cognitive development of 3 and 4 year olds. Early childhood education for pre-schoolers is extremely important as an essential element of child development. Guam's Head Start programs have educated thousands of children over the past 30 years to become good upstanding citizens. The program not only caters to the children, but integrates the involvement of parents to nurture an ongoing education in the homes. I commend all the hard working teachers who have enthusiastically and effectively worked to positively influence the lives of at-risk children and their families. I support Head Start and H.R. 2123, which is critical to provide adequate funding for this wonderful program.
