Jim Moylan: “These agreements are critical to maintaining a free and open Indo-Pacific.”

It is imperative that Congress ensure that this legislation not only addresses the specific needs of Guam but is also fiscally responsible and does not come into conflict with existing federal law and international agreements.

I’ve heard personally from veterans who were proud to finally be in a position to buy a home, only to learn later that they’d been charged a fee they never should have owed. It’s frustrating, and it’s unnecessary.

This bill is about empowering our residents to seek degrees that we need but are not available at home and to return home to strengthen our communities. I strongly urge my colleagues to support this bill, our students, and our community.

Unfortunately, many groups were left out of the final version (of RECA adopted last year), and I am pursuing a fair bill for all to be involved.
