Mr. Speaker, government cannot do everything and certainly we need law enforcement, we need interdiction, and we need more people policing our streets for drugs. But at the same time, we need to stop the market for them. We need to relieve those people who are addicted. This bill, I believe, goes a long way to doing that. And the fact that the U.S. Chamber of Commerce has stepped up to the plate and gotten involved demonstrates how well we can work together to create a partnership in addressing such a serious concern as the epidemic of drug use and drug abuse. Drug abuse and drug use is not a Democrat nor a Republican issue. It is a people issue. It is an issue that compromises the effectiveness of the people and the workers of the United States of America.
