Mr. Speaker, I rise today to honor the life of a remarkable man, my colleague and dear friend, Donald Payne, Jr. Donald was a kindhearted public servant who dutifully served New Jersey's 10th Congressional District. For Donald, like his father, whom he succeeded, representing his district was heartfelt and personal.
