I appreciate and share the gentleman's support for our meat and poultry producers. However, this is an amendment to permanent law that, with very rare exceptions, should not be in an appropriations bill. This issue should be considered in the context of the next farm bill. Mr. Chair, I urge a ``no'' vote, and I yield back the balance of my time.
