Mr. Chair, I think that the concerns raised by the gentleman in offering the amendment are perhaps well taken from time to time. But I think this amendment is punitive. I think it is counterproductive. And I think it is going to make it much more difficult to get the results that the gentleman is seeking. Because of that, I think that the amendment should be defeated. It is a bad amendment. And I think it would be bad for morale for the Department. And I think it would be bad generally for the public.
