I believe the Federal government can work closely with its local partners to do more to reduce the supply of drugs that enter American jurisdictions in the Caribbean and to reduce the violence that accompanies those drugs.

But I am more concerned with the general income levels that prevent service members, particularly low-ranking members, from being able to do that.
