I understand climate research and I understand weather research, and I just disagree with maybe my Democratic colleagues over where our priorities should be set.

I agree with Dr. Mass. We have got to put more funds on weather research than we are on climate change.

I don't have any prescriptions to put before you. As a doctor, I wish I did.

Our goal today is to gain a better understanding of how Federal laboratories and their partners... balance international scientific cooperation with the need to protect sensitive information.

It seems that there remains significant doubt over what the legal process should be when suspected terrorists are identified by our government.

I urge the committee to include similar language in the fiscal year 2014 NDAA so that individuals who are accused of terrorism are afforded their right to a fair trial and due process.

It is unconscionable for the U.S. Government to kill any of its own citizens without first allowing them due process and their day in court.

I ask the committee to do all it can do to ensure that Americans' God-given, constitutionally protected rights are defended as it begins this important legislation.

There are two issues which I would like to briefly discuss before the committee.

This apparent disparity has resulted in widespread concern about whether the U.S. Government may, in fact, indefinitely detain U.S. citizens accused of terrorism.
