Rather than spend $80 million on unneeded bonuses for a relatively few physicians, I would prefer that the Congress target funds more directly on improving health care benefits and treatment for veterans.

Well, the agreement is not supposed to help the Cuban dictators and it doesn't. But the agreement does it helps both the Cuban people and the American people in the long-term.
I would prefer a much more rapid withdrawal myself and I don't know what the, you know, what the recommendation will be until I see the written report.
