I am proposing to Congress today a set of actions to help markedly reduce the increasing flow of undocumented aliens in this country and to regulate the presence of the millions of undocumented aliens already here.

It is almost inevitable that America's new leader will confront an economic crisis.
I likewise share your optimism that we can achieve economic health, and our other goals as well, if we face up to our problems.
I therefore recommend that the Senate give early and favorable consideration to the Protocol of Amendment, and advice and consent to its ratification.
