I strongly recommend that the Congress consider extending the provisions of the Fishery Conservation Zone Transition Act (P.L. 95-6) to this Agreement in order that it may be brought into force at the earliest possible date.

We have now reached an agreement with Iran which will result, I believe, in the freedom of our American hostages.
I will sign, upon release of the hostages, an Executive Order revoking prohibitions previously imposed against transactions involving Iran.
