I applaud the Senate for showing the Nation and the world that this country is ready to deal with an unexpected future energy shortage.

I call upon the House of Representatives to place the national interest above narrower interests, as the Senate has done.

I will never have a chance so momentous to contribute to world peace as to negotiate and to see ratified this SALT treaty.

I want them to say that America, under our leadership, has been at peace.
