The signing of the Convention is a significant step in the process of improving and broadening the relationship between the United States and the People's Republic of China.
I welcome the opportunity through this Consular Convention to improve the relations between the two countries and their nationals.
But my hope is that there will be some clarification of what the United States is doing now and what they will be doing in the future.
