the federal, state and local government process to get the money appropriated to the families so they can start rebuilding their homes is a total disaster.
But my hope is that there will be some clarification of what the United States is doing now and what they will be doing in the future.
I don't think the administration has ever picked up the ball, much less dropped it.
I therefore recommend that the Senate give early and favorable consideration to the Protocol of Amendment, and advice and consent to its ratification.
