I urge all Federal, State and local agencies concerned with such national problems as energy conservation, environmental protection, and economic well-being to consider fully how their programs can help assure that all Americans live and work in an environment that is as safe as possible from the danger of fire.

Well, the agreement is not supposed to help the Cuban dictators and it doesn't. But the agreement does it helps both the Cuban people and the American people in the long-term.
I would prefer a much more rapid withdrawal myself and I don't know what the, you know, what the recommendation will be until I see the written report.
I don't think the administration has ever picked up the ball, much less dropped it.
