I respectfully disagree with what President Bush had to say. I don't think that the safety of America depends at all on the extended presence of U.S. troops in Iraq.
I don't think the administration has ever picked up the ball, much less dropped it.
The amendment would resolve these difficulties and facilitate greater safety by allowing a State of registry and a State of the operator to agree to transfer these responsibilities to the State of the operator.
