Page 4, line 3, insert after the period at the end the following: SEC. 3. EXCEPTED RULES. Section 706 of title 5, United States Code, as amended by this Act, is further amended by adding at the end the following: ``(c) In the case of a rule made by the Administrator of the Environmental Protection Agency pertaining to regulation of lead or copper in drinking water, to the extent necessary to decision and when presented, the reviewing court shall decide all relevant questions of law, interpret constitutional and statutory provisions, and determine the meaning or applicability of the terms of an agency action.''.
