Madam Chair, I yield myself such time as I may consume. Earlier this week, we had a declaration that this week would be ``stop government abuse'' week. My colleagues on the other side called for us to commemorate this week by the introduction of draconian anti- safety legislation that would allow businesses to declare war on the rules that protect Americans, including babies, children, and the elderly. That is why, Madam Chair, I rise in opposition to H.R. 2804, the Achieving Less Excess in Regulation and Requiring Transparency Act of 2014, also known as the so-called ``ALERRT Act.'' The ALERRT Act is a continuation of the same Republican obstruct at all costs paradigm that led to the sequester and to the shutdown of the Federal Government. This race to the bottom approach to the regulatory process is wasteful and dangerous, and it prioritizes profits over protecting Americans. Although the ALERRT Act purports to ease the burden of regulations on American businesses, it would not create a single job, grow the economy or help any small business to thrive, nor does it address serious issues--the minimum wage, unemployment insurance, pay equity or immigration reform--that would help so many American workers and businesses. Instead, the only purpose of this bill is to straitjacket the same rulemaking process that protects countless Americans every day. Title I of the bill imposes a 6-month moratorium on rules.…
