Madam Chair, the gentleman speaks eloquently as a lawyer, and he makes excellent points. Regulations do cost. So out of a $15 trillion gross domestic product, $1.8 trillion dedicated for regulatory expenses which protect lives--I can't put a value on one human life--but tens of thousands, hundreds of thousands of people are dying because of unsafe conditions on the job. It is certainly worth $1.7 trillion out of $15 trillion in a year. I yield 4 minutes to the gentleman from Pennsylvania (Mr. Cartwright).
