I have an amendment at the desk. The Acting CHAIR. The Clerk will designate the amendment. The text of the amendment is as follows: Page 3, line 12, insert ``(A)'' before ``In applying''. Page 3, line 14, insert after ``one or more such rules'' the following: ``(other than an excepted rule)''. Page 3, line 16, insert after ``President's term.'' the following: (B) For purposes of this paragraph, the term ``excepted rule'' means a rule that was proposed by a Federal agency more than three years prior to the agency submitting the rule to Congress. The Acting CHAIR. Pursuant to House Resolution 921, the gentleman from Georgia (Mr. Johnson) and a Member opposed each will control 5 minutes. The Chair recognizes the gentleman from Georgia.
