let me say to my friend and to my colleague from the State of Georgia, it is true that years ago I said that we are in the process of laying down the burden of race. But it is not down yet and we are not asleep yet. The Voting Rights Act was good and necessary in 1965 and it is still good and necessary today. So don't misquote me.
