I think that is at the center of one of our problems, that we have to coordinate how we fund these departments.

I think we have to ask the question of how we can afford not to make these investments.

That sounds like Washington, D.C. The only difference is we do not have Democratic and Republican militias.
We obviously want to be good stewards of taxpayer money, and that is why we had this hearing.
What I am trying to determine is, of the $1.7 billion, how big is that relative to the $22.5 billion for bilateral aid?
What type of oversight structure do we have with them to assure that this is not being absconded to government forces?
