Madam President, let me just point out that this program ought to be eliminated. The Senate has been resistant. But the Senate has gone on record twice as having said the program ought to be limited to $70 million. The present level would be $90 million. So this amendment seeks to in effect do what the Senate twice has gone on record as trying to accomplish. Second, my colleagues will recall that the other part of the amendment that we offered was passed by a vote of 59 to 31, which, I believe, was to eliminate money going to foreign companies. The bureaucracy is extraordinarily creative and ingenious. So companies that have historically since the advent of this program back in the 1980's were designated as foreign companies miraculously under a new definition after the Congress--this is the current law--went on record as saying not to allow this money to go to foreign companies. They have redefined 'foreign companies' as 'nonforeign' or 'domestic companies' for purposes of this legislation. So one of the reforms that we thought that we got enacted in the last Congress--that is, to eliminate the flow of money to companies like this to Saudi Arabia, to France, to the Netherlands, to Germany, to Canada, the United Kingdom, and other companies. We thought we had closed that door.
