I thank the leader. I specifically thank the chairman, Senator Shelby. We have worked to put this authorization bill together. It could not have happened but for his cooperation and the cooperation of a number of others of our colleagues on the Intelligence Committee. I thank them for their cooperation, the chairman in particular. I thank the majority leader and Senator Daschle as well. Again, I acknowledge the leadership of my chairman. He has been most helpful in working through this bill. I thank him, the majority leader, and our colleagues. My remarks will echo many of the points made by the distinguished chairman of the Intelligence Committee, Senator Shelby. Those who are not familiar with the workings of the Intelligence Committee may find it odd that members from different parties have such agreement on the substance of this legislation. Most of my colleagues, however, know that the committee has a long tradition of bipartisanship and I am proud to say that under Senator Shelby's leadership we have upheld that tradition.
