I want to make some general observations. This is an area that I have had an interest in for a number of years. We have debated it many times on the floor, and I say to my friends from the agricultural heartland of America that I am not unmindful that in some of the agricultural regions of our country, there is real economic crisis out there, particularly in the plains States. I am not unsympathetic to the concerns of farmers. Indeed, I intend to be supportive of many of the amendments that will be offered to provide assistance to farmers who face real economic crises for a variety of reasons, many of which I suggest have probably been debated on the floor during the course of this appropriations bill. Having said that, I want to talk about a program that, in my judgment, provides no real help to America's farmers or agricultural producers and, instead, continues to subsidize some of the largest corporations in America in terms of their advertising dollars. I believe this is a wholly inappropriate use of taxpayer dollars.
