I cannot conceive of any attorney general or any Governor in America who would not want the ability to provide for the protection of his or her State by simply saying, ``Look, before we ship this 25-ton cask that someday will be provided by rail''--the 25-ton casks that are going to be mounted on some type of highway transport with the equivalency of 200 Hiroshimas in terms of its radioactive potential--I would think that any Governor, or any attorney general who has taken the same kind of oath of office that I and others have taken, would say, ``Look. I would like the ability to provide that protection. I would like to see what it is that is coming.'' I say in response to my friend's question about the protections that are purportedly built into this S. 104 that deals with transportation issues that it seems to me this is a logical extension of that.”
