As I understand what the conference committee report did, it is actually Hatch-Sensenbrenner-Graham, referring to Senator Bob Graham, who is a colleague of ours from Florida. I am sorry, Lindsey Graham; it is tough when we have got too many Grahams running around. In fairness to the gentleman, I should suggest that with respect to providing for de novo reviews of downward departures, that will apply to all Federal offenses, and the gentleman will remember the King v. United States case, the Rodney King incident where, for example, the Congressional Black Caucus was very concerned and issued a letter suggesting that we provide this de novo review; so I think we have got the best of both worlds.
