The Clerk read as follows: At the end of the bill (before the short title), insert the following: Sec. __. None of the funds made available by this Act under section 9014 for ``Assistance and Sustainment to the Military and National Security Forces of Ukraine'' may be used to procure or transfer man-portable air defense systems.
