If Brazil does not start returning children to the United States quickly and make other good faith efforts to show that it intends to return all American children, the United States has an opportunity later this year, in 2017, to deny Brazil the over $2 billion benefit it receives by taking part in the United States Generalized System of Preferences, or GSP.
