I am opposed to the bill. The SPEAKER pro tempore. The Clerk will report the motion to recommit. The Clerk read as follows: Mr. Deutch moves to recommit the bill H.R. 527 to the Committee on the Judiciary with instructions to report the same to the House forthwith with the following amendment: Add, at the end of the bill, the following: SEC. 14. PREVENTING THE SPREAD OF NUCLEAR WEAPONS. This Act and the amendments made by this Act do not apply in the case of any rule that stops the proliferation, spread, or development of nuclear weapons, including to North Korea and Iran.
