It is Congress' responsibility to make laws governing the Federal Courts, which includes the Supreme Court.

I appreciated that and in particular the Secretary's participation and leadership there.

It is time to complete that project by passing another bipartisan measure, the American Music Fairness Act.

Is there political power that could have prevented that from happening?
