I support the fiscal plan that has been developed by the Budget Committee. In my judgment, it responsibly meets the needs of our people at a time in which there is increasing scrutiny of Federal spending. As a member of the Armed Services Committee, I am particularly aware of the pressures that are being imposed on the United States to be militarily strong to protect democracy in this country and around the world. I believe that this budget provides for a reasonable capacity for our military to continue to meet that function.
