As Senator Mitchell referred to the first 10 amendments to the Constitution of the United States as being man's highest statement of human rights and civil rights, I point out that the 10th of those 10 first amendments was one which reserved to the States and to the people all powers not delegated by the Constitution to the central Government. The State of Florida and other States have exercised that reserve power, including exercising it to grant additional protections to the people of their State. Mr. President, in conclusion, this is a uniquely qualified woman to serve in the Federal judiciary. She has served our State with distinction for a significant portion of her adult life. She has met every test in terms of her personal, professional, and judicial qualifications, and has passed each of those tests. She has demonstrated her knowledge and her willingness to enforce the law. She has stated that she understands the difference between her service as a member of the Florida Supreme Court--now the chief justice of the supreme court--and the responsibilities she will have as a member of the Federal judiciary.
