I note that the legislation states that Romania, Estonia, Latvia, and Lithuania should be invited to become full members of NATO at the earliest possible date upon complete satisfaction of all relevant criteria. The legislation also provides that these four countries are to be designated as eligible to receive assistance under the NATO Participation Act effective 180 days after the date of enactment. Are these provisions intended to suggest that Congress believes that Romania, Estonia, Latvia, and Lithuania should be kept out of the first round of NATO enlargement this year and, instead, invited to join NATO at a later date in a second or third round of enlargement?
