If Hamas, in fact, joins a unity government and Hamas has not in the context of that government accepted the three principles adopted by the Quartet--recognize Israel's right to exist, renounce violence, and incorporate all of the aggrieved understandings between the sides--then the law is clear. There will not be funding.
