The motion is as follows Motion to Commit With Instructions Mr. Scott of Florida moves to recommit the bill H.R. 1319 to the Committee on Homeland Security and Governmental Affairs of the Senate with instructions to report the same back to the Senate in 3 days (not counting any day on which the Senate is not in session) with an amendment, within the jurisdiction of such committee, that withholds the salaries of all Members of Congress during any fiscal year if all 12 appropriations bills for a fiscal year are not passed by Congress on or before September 30 of the prior fiscal year.
