Mr. President, I ask unanimous consent that the Scott amendment at the desk to the resolution be agreed to. The PRESIDING OFFICER. Without objection, it is so ordered. The amendment (No. 2726) in the nature of a substitute was agreed to, as follows (Purpose: In the nature of a substitute) Strike all after the resolving clause and insert the following: ``That-- (1) it is the policy of the United States Government to ``Buy American'' products for public use when fiscally and reasonably possible, in accordance with the Buy American Act of 1933 (41 U.S.C. 8301 et seq.); and (2) the Senate supports American manufacturing and strengthening our American manufacturing base.
