The gentleman's amendment, I believe, was made in order in 2001 when it was Democratically controlled--and it failed in the House. In fiscal year 2012, the Rules Committee actually made the amendment in order but the gentleman failed to submit it on the House floor. Mr. Speaker, I continue to reserve the balance of my time.
